Das Projekt steht im Kontext mit der 'Paris Declaration - PD' und der 'Accra Agenda for Action - AAA'. Diese zielen auf die Optimierung der Entwicklungszusammenarbeit ab. Die VertreterInnen internationaler zivilgesellschaftlicher Netzwerke engagieren sich in einem Prozess, um u.a. gültige Grundprinzipien für 'Aid Effectiveness' für Nichtregierungsorganisationen (NRO) zu erarbeiten und die Umsetzung der PD und der AAA im Hinblick auf die Einbindung und Stärkung der Zivilgesellschaft zu forcieren. Die Ergebnisse sollen in das 2011 stattfindende 'High Level Forum IV' (Umsetzungsprüfung der Paris Declaration) einfließen.


Das vorliegende Programm wird von ¿BetterAid', einer Plattform von 29 internationalen NRO, durchgeführt, wobei IBON der Vertragspartner ist. Das Programm wird die folgende Ergebnisse aufweisen:

- Involvierung der Zivilgesellschaft in Umsetzung der Aid Effectiveness Agenda in den Partnerländern - mittels Workshops, Konsultationen und 9 Fallstudien

- Politikvorschläge für eine umfassende Entwicklungszusammenarbeit (development effectiveness), die über die Effizienzsteigerung (aid effectiveness) hinaus geht

- Kenntnis von wichtiger Entscheidungsträger über diese Vorschläge und künftige Einbindung der Zivilgesellschaft


Dieses Programm, sowie das Vorhaben des ¿Open Forum' (siehe Vertrag 2524-02/2009), werden von der Gebergemeinschaft finanziert und in den vorgesehenen Dialogen vor dem HLF IV diskutiert. Ein entsprechendes Memorandum of Understanding bildet den Überbau über diese internationale Initiative. Die OEZA trägt zu dem Gesamtprozess bei (Gesamtkosten Euro 4,7 Mio.).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
