Multisectoral Assistance to IDPs and Host Population in Luhansk and Donetsk

Short Description:

Overall goal


The overall goal of the project is to contribute to enhanced living and health conditions of internally displaced people (IDPs) and host population (incl. returnees) affected by the conflict in Eastern Ukraine. The Austrian Red Cross (AutRC) with its partner, the Ukrainian Red Cross (URCS) aims to improve their living conditions through increased economic security and access to primary health care services.


Expected results


The project aims to reach the following results in Donetsk and Luhansk region with focus along the line of contact in governmental controlled areas (GCA):

• 24.000 individuals of IDPs and host population (incl. returnees) have met their basic health needs through consultations offered by 4 mobile health units (~70% female, 30% male)

• 100 individuals of IDPs and host population (incl. returnees) have improved their income sources through livelihood cash grants (~80% female, 20% male)

• 330 households of IDPs and host population (incl. returnees) have improved their living condition in winter through winterization support (~60% female, 40% male)

 


Target group / Beneficiaries


The target group will consist of 1) IDPs and 2) host population (incl. returnees) residing in urban, semi-urban and rural areas along the line of contact in Donetsk and Luhansk region in GCA. Households with low income or unemployed are in vulnerability-focus for result 2 and general vulnerability criteria will be applied for result 1 and 3 (including households with disabled, elderly (65+), including multiple children (3+), of full-age orphans (18+), which are single-headed, including pre-pension aged persons (40-60)).


The URCS has got a long standing relationship with AutRC and acts as auxiliary to the public authorities during disasters and emergencies. It is the largest humanitarian organisation operating in Ukraine having in place 24 regional branches and 665 town and district (rayon) branches.


The proposed project will directly support 24.430 IDPs and host population (incl. returnees) (indirect 25.290) in Donetsk and Luhansk region with focus along the contact line in GCA:

• 24.000 patients will be treated by 4 mobile health units (approx. 500 beneficiaries/unit/month) for 12 months

• 100 targeted beneficiaries provided with EUR 1.080 (incl. tax) conditional and unrestricted livelihood cash grants, that enable them to protect and start rebuilding livelihood assets according to their business plans (total 300 beneficiaries )

• 330 targeted households provided with EUR 70 per person unconditional and unrestricted cash grants for winterization support 2019/20 (total 990 beneficiaries ).

 


Activities


Specific measures include

• continuation of 4 mobile health units to provide primary health care services to people in remote areas in Donetsk and Luhansk region (GCA) along the contact line for 12 months starting on January 2019

• provision of 100 conditional and unrestricted cash grants with a maximum value of EUR 900,- to most vulnerable households with low income and unemployed to enable rebuilding their livelihood assets according to their business plans

• provision of 800 unconditional and unrestricted cash grants with a value of EUR 70,- to most vulnerable households to meet their most urgent winterization needs in 2019/2020.

 


Context


The humanitarian situation in Eastern Ukraine remains critical. In the fifth year of the armed conflict, hostilities continue. Critical civilian structures are damaged in and around residential areas, disrupting access to lifesaving services . This leaves 3.4 million people urgently needing assistance and protection services across all sectors. The estimated 600,000 people living along the ‘contact line’ lack access to basic services as health care, livelihood opportunities and access to justice. Ukraine has also experienced drastic inflation and a rise in the prices of commodities and services. The sharp increase of utility costs and other commodities, along with livelihood insecurity, mean that families are quickly exhausting their resources and are forced to make compromises on their living conditions and engage in negative coping strategies.
