Die 1. Vergabesitzung stellt die Kofinanzierung für 13 Projekte sicher. Die Projekte in den Bereichen Beschäftigung, Bildung, Demokratie und Menschenrechte, öffentliche Verwaltung, Soziales und Umwelt werden in Albanien, Bosnien und Herzegowina, Serbien und Montenegro, Bulgarien, Kosovo, Ukraine, Kasachstan und der Russischen Föderation verwirklicht. Die Anträge entsprechen den Sonderrichtlinien für die Kofinanzierung von Projekten österr. NGOs. Die Kommunalkredit hat folgende Aufgaben bei der Gestionierung von Verträgen mit diesen NGOs: Beratung, Aufbereitung der Antragsunterlagen, Erstellung von Vertragsgrundlagen, Abschlüsse, Prüfung von Projektfortschritten, Treuhandkontoführung, Auszahlung der Fördermittel, Zwischenberichts- und Abschlußrechnungslegung, Einhaltung von Datenschutzbestimmungen, Berichte an die ADA, etc. Es werden ¿ 327.734,-- aus der Budgetlinie MOEL+NUS für Vorhaben aus der 1. Vergabesitzung für die Jahre 2003, 2004 und 2005 zur Verfügung gehalten. Der Rahmenvertrag besteht mit EZA 1791-00/2003 und deckt den Verwaltungsaufwand der KA ab (nachdem eine Mittelaufstockung im Juni 2004 vorgenommen wurde).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
