Overall goal


Ziel des Projekts ist die Förderung zivilgesellschaftlicher Organisationen (CSOs), welche die Inklusion von Menschen mit Behinderung (MmB) in der Gesellschaft erreichen wollen, sowie die Schaffung eines ‚Strukturierten Dialogs‘ in der Provinz Katanga im Südosten der Demokratischen Republik Kongo.

Die unterschiedlichen Akteure sollen vernetzt und auf Ebene der Provinz soll eine kohärente Plattform geschaffen werden, die mit den politischen Entscheidungsträgern in einem ‚Strukturierten Dialog‘ gezielte Themen behandelt sowie die Umsetzung beschlossener Maßnahmen vorantreibt, wie z.B. inklusiven Turnunterricht in den Schulen, Barrierefreiheit zu Wahllokalen (2016 Wahl des Parlaments und des Präsidenten), oder die Unterzeichnung/Ratifizierung der UN-Konvention für die Rechte von MmB. Die politisch und ökonomisch bedeutende Provinz Katanga soll in diesem Projekt eine Vorbildfunktion für andere Provinzen des Landes einnehmen.

Erwartete Resultate:

1: CSOs, die im Bereich Menschen mit Behinderung tätig sind, sind befähigt, politische Maßnahmen für die Verringerung der Armut und Erhöhung der Inklusion zu formulieren, einzufordern und zu verfolgen.

2: Die Abstimmung zwischen CSOs und politischen Entscheidungsträgern zum Zwecke einer besseren Miteinbeziehung von Menschen mit Behinderung ist etabliert und wird auf Ebene der Provinz im Rahmen eines ‚Strukturierten Dialogs‘ durchgeführt.

3: Die Provinz Katanga unterstützt die Forderung der Ratifizierung der UN-Konvention für Rechte von MmB auf nationaler Ebene.

4: Durch die Unterstützung der CSOs wurde der Zugang von MmB zu Bildung und deren Teilhabe am politischen Geschehen verbessert.

Die Zielgruppe umfasst insgesamt ca. 2.145 Personen:

40 Organisationen (200 Pers.), 25 Mitglieder der Ligue Handisport du Katanga (LHK); 75 Elternvereine (300 Pers.), 200 Schulen (1.200 Pers.), 50 Sportvereine (400 Pers.), 10 VertreterInnen relevanter Ministerien (Provinzebene), 10 VertreterInnen der lokalen Autoritäten aus 5 Distrikten.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
