Overall goal


Das "Projet d'Action pour le Développement Rural de Sédhiou" (PADER-S) dient der Intensivierung der landwirtschaftlichen Produktion, v.a. in den Bereichen Ackerbau, Viehzucht und Fischerei. Dabei soll die Vermarktung verbessert und eine erhöhte Wertschöpfung durch Qualitätssicherung und teilweise Weiterverarbeitung der Produkte erreicht werden.

Insgesamt sollen drei Kooperativen in drei Gemeindegebieten mit insgesamt ca. 54.000 Einwohnern mit bis zu 5.400 Mitgliedern unterstützt werden. Bei einer durchschnittlichen Haushaltsgröße von ca. 10 Personen kann damit bei optimistischen Schätzungen die Gesamtbevölkerung erreicht werden. Zusätzlich profitiert diese von den Unterstützungen des lokalen Entwicklungsfonds.

Kooperativen werden mit ihren Funktionen als Lagerhäuser zum Preisausgleich zwischen Ernte (niedrige Marktpreise) und späteren Zeitpunkten mit besseren Preisen unterstützt. Kleinkredite sollen den Erwerb von Produktionsmaterial wie qualitativ hochwertigem Saatgut, Dünger, Schädlingsbekämpfungsmitteln u.ä. ermöglichen, um die Produktivität zu verbessern. Diese Aktivitäten werden durch Weiterbildung der Produzenten und Organisationsentwicklung der Kooperativen ergänzt. Die Produzentenorganisationen sollen in Zukunft eigenständige wirtschaftliche Unternehmen sein. Begleitend werden über den lokalen Entwicklungsfonds soziale Initiativen in den Bereichen Gesundheit, Bildung und Trinkwasser unterstützt, was v.a. über Kofinanzierungen mit verschiedenen lokalen Organisationen und Institutionen erfolgt. Entscheidungen über solche Finanzierungen werden in einem Komitee auf Basis definierter Regeln auf partizipative Weise getroffen.

Durch diese Förderung der landwirtschaftlichen Produktion, der Schaffung von Einkommen und der Erhöhung der Ernährungssicherheit soll Menschen in dieser entlegenen Region eine Zukunftsperspektive gegeben und Migration auf nationaler und internationaler Ebene gebremst werden.   • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
