Das Projekt PADM 2 ist das Leitprojekt innerhalb des Sektorprogramms Dezentralisierung der Österreichischen Entwicklungszusammenarbeit in der Provinz Sofala in Mosambik. Im Mittelpunkt steht die Unterstützung der mosambikanischen Regierung bei ihrem Unterfangen durch Dezentralisierung der staatlichen Aktivitäten die Armut der ländlichen Bevölkerung zu vermindern. Dabei gibt es zwei Hauptansatzpunkte:

1) die Stärkung des Prozesses zur Dezentralisierung durch Unterstützung des lokalen Kapazitätsaufbaus (lokale staatliche Struktur und Gemeinden) um Entwicklungspläne lokal erstellen und umsetzen zu können und

2) die Stärkung der Mitbestimmung der armen Landbevölkerung bei der Erstellung der Entwicklungspläne.

Das gegenständliche Projekt stellt die zweite Phase des Projektes PADM 2 dar. Der Projektzweck ist die Unterstützung des Dezentralisierungsprozesses um damit die Friedensdividende den armen Bevölkerungsschichten spürbar zu machen . Auf drei Ebenen werden simultan Aktivitäten gesetzt:

1) Unterstützen von partizipativen Entscheidungsprozessen und daraus folgend Wieder- oder Neuaufbau von Infrastruktur

2) Unterstützen der Ausarbeitung der lokalen Entwicklungspläne und

3) Kapazitätsaufbau auf Bezirksverwaltungs- und Gemeindeebene

mit der Zielsetzung, dass der Dezentralisierungsprozess in den ausgewählten Bezirken und Gemeinden gestärkt wird.

Die Projektpartner sind die Provinzdirektion für Planung und Finanzen innerhalb der Provinzregierung von Sofala, die Gemeinden Dondo und Marromeu und die Bezirksverwaltungen von Búzi, Dondo, Marromeu, Chibabava and Machanga. Die Zielgruppen sind (1) die genannten Bezirksverwaltungen und Gemeinden und (2) die organisierte Zivilgesellschaft. Die Begünstigten sind die ländlichen und suburbanen Familien im Projektgebiet.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
