Short Description:

Overall goal


Ziel des Vorhabens ist die Stärkung der Strukturen und der programmatischen Arbeit jener Institutionen in Guayana und Belize, die für Programme im Bereich Energieeffizienz (EE) zuständig sind. Verbesserte gesetzliche Grundlagen sollen in die nationalen Pläne einfließen und in langfristige EE-Aktivitäten umgewandelt werden.


Expected results


Durch die Intervention werden folgende Ergebnisse erwartet: 1. Die institutionellen Rahmenbedingungen sind gestärkt, um das nationale EE-Programm in den beiden Ländern umsetzen zu können. 2. Die positiven ökologischen, wirtschaftlichen und sozialen Auswirkungen von EE-Programmen sind überzeugend dokumentiert. 3. Nationale ExpertInnen in Programmmanagement und Projektabwicklung verfügen über das technische Know-How in Bezug auf die Planung und Umsetzung spezifischer EE-Initiativen.

 


Target group / Beneficiaries


Hauptprojektpartner sind die Energieagentur von Guayana und das Ministerium für Energie, Wissenschaft, Technologie und Öffentliche Verwaltung von Belize. Direkt werden zumindest 70 Personen von spezifischen Ausbildungsmaßnahmen, indirekt weitere 900 Personen von den Projektmaßnahmen profitieren. Mittel- und langfristig sind indirekte positive Auswirkungen auf die allgemeine Bevölkerung der beiden Länder zu erwarten. Zielinstanzen sind insbesondere die Energieministerien, jene Institutionen des öffentlichen und Privatsektors, bei denen EE-Maßnahmen einen Multiplikationseffekt haben.


Activities


Die erwarteten Ergebnisse werden u.a. durch konkrete EE-Pilotprojekte (z.B. Hotels, öffentliche Gebäude, effiziente Straßenbeleuchtung in sozial benachteiligten Wohngebieten), Ausbildungskurse, nationale Workshops, oder Erfahrungsaustausch in internationalen Konferenzen erreicht.


Context


PALCEE II schließt an die erfolgreiche Implementierung der 1. Phase an, welche in El Salvador, Grenada, Jamaica und Nicaragua durchgeführt wurde, wobei systematisch auf den Erfahrungen und Best Practices der ersten Phase aufgebaut wird. Gleichzeitig werden bestmögliche Synergien mit dem kürzlich mit OEZA-Unterstützung etablierten Caribbean Centre for Renewable Energy and Energy Efficiency (CCREEE) auf Barbados angestrebt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
