Overall goal


Das gegenständliche Vorhaben versteht sich als Phase II des Vorgängerprojektes 2411-02/2010 und als eine weitere Fortführung des seit 2006 im österreichischen und mosambikanischen Parlament implementierten Projektes Parlamentarischer Nord-Süd Dialog. Basierend auf der Empfehlung der Projekt End-Term Review von April 2013, soll sich diese letzte Projektphase der Implementierung der erarbeietetn Stretegien widmen und beinhaltet die beiden Hauptziele (1) Öffnung des mosambikanischen Parlaments und Verbesserung seiner administrativen und fachlichen Kompetenz sowie (2) Etablierung des österreichischen Parlaments als Diskussionsplattform für den entwicklungspolitischen Dialog.

Konkret werden folgende vier Ergebnisse erwartet:

1. Das Mosambikanische Parlament hat verschiedene Tools zur Kommunikation mit der Bevölkerung entwickelt: Konkret sollen Parlamentsführungen für Schulgruppen angeboten werden und jährlich ein Tag der Offenen Tür stattfinden.

2.Das Mosambikanische Parlament hat eine, seinen Bedürfnissen besser angepasste IT Infrastruktur: Die Implementierung der im Vorgängerprojekt erstellten ICT Strategie und entsprechende Schulungen steht dabei im Vordergrund.

3. Das österreichische Parlament gestaltet die entwicklungspolitische Diskussion in Österreich aktiv mit. Dazu soll die Arbeit mit der AWEPA Sektion im Parlament ausgebaut sowie die Informationsarbeit mit einer stärkeren Einbindung auch anderer österreichischer Stakeholder weitergeführt werden. Diesbezüglich wird nach 1,5 Jahren ein Nachhaltigkeitskonzept ausgearbeitet werden.

4. Das optionale Resultat 4 beinhaltet den Aufbau einer Partnerschaft mit einem anderen Parlament im südlichen Afrika.Die Auszahlung der dafür erfolderlichen Mittel wird nach Vorlage eines Ziel-, Resultats- und Aktivitätenplans erfolgen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
