Umfeld/Hintergrund:

UNIFEM arbeitet mit der Gender-Abteilung der Afrikanischen Union (AU) zusammen, um gender mainstreaming in allen AU Programmen zu unterstützen. In dieser Partnerschaft benützt die AU ihr politisches Mandat, um Mitgliederstaaten zu mobilisieren, während UNIFEM seine Stärke in der Kooperation mit Frauenorganisationen einbringt.

Ziele: Unterstützung der Verwirklichung des AU commitments für Frauenrechte und Geschlechtergleichheit auf regionaler, sub-regionaler und nationaler Ebene (Southern African Development Community -SADC, Intergovernmental Authority on Development in the Horn of Africa -IGAD, Common Market for Eastern and Southern Africa - COMESA, Economic Community Of West African States - ECOWAS)

Zielgruppen: alle Mitgliederstaaten der AU, UNIFEM Partner, Frauen NGOs

Geplante Aktivitäten:

1. Kapazitätsaufbau für Menschenrechtsprogramme, gender mainstreaming und monitoring innerhalb der AU

2.Stärkung der Menschenrechte von Frauen in Konflikt- und Postkonfliktsituationen

3.Mobilisierung von Frauen und deren effektiver Partizipation durch den AU Wirtschafts- und Sozialen Rat und das Pan-afrikanischer Parlament

Komponenten:

"Advocacy: Technische Mission um Menschenrechtsverletzungen und humanitäre Bedürfnisse von intern Vertriebenen (IDPs) in Darfur zu untersuchen, um die Partizipation von Frauen im Friedensprozeß in den AU und UNIFEM Programmen zu garantieren; Stärkung von Menschenrechte von Frauen durch advocacy durch Ratifizierung des Protokolls für Frauen

"Kapazitätsaufbau: Training von AU Friedenssoldaten über Gender, Menschenrechte und HIV/AIDS; Förderung von demokratischem governance durch Kapazitätsaufbau für Partizipation von Frauen in den Wahlen in Burundi und der Demokrat. Republik Kongo

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
