Overall goal


Ziele des PBS sind Förderung und Schutz der Dienstleistungserbringung von Behörden auf subnationaler Ebene mit einem besonderen Augenmerk in Bezug auf Erhöhung der Transparenz und Rechenschaftspflicht. Im Rahmen des PBS sind Dienstleistungserbringungen in den Sektoren Bildung (z.B. in Schulen), Gesundheit (z.B. in ländlichen Gesundheitsstationen), Landwirtschaft (z.B. im ländlichen Beratungswesen) und natürliche Ressourcen (z.B. in den Bereichen Erosionsschutz und Aufforstung) eingebunden, also Sektoren die vor allem durch ihren hohen Einfluss in Bezug auf Armutsbekämpfung hervorstechen. PBS besteht aus 4 Teilkomponenten:

a) eigentliche Dienstleistungserbringung in den genannten Sektoren

b) Notwendiger Input für kritische Bereiche im Gesundheitssektor

c) Förderung finanzieller Transparenz und Rechenschaftspflicht und

d) soziale Rechenschaftspflicht.


PBS wird durch "Joint Implementation Support and Review Missions" (JISRMs) die während der Implementierung in 2008 von halbjährlichen gemeinsamen Review-Missionen durchgeführt wird, überwacht. Kernstück der JISRMs ist die "Joint Budget and Aid Review" JBAR.


JISRMs setzten sich aus Vertretern der äthiopischen Regierung (GoE) bestehend aus Finanzministerium, Erziehungsministerium, Gesundheitsministerium, Ministerium für Landwirtschaft und ländliche Entwicklung, regionalen Finanzbehörden und Vertretern der Finanzkommittees im Bundes- und den Regionalparlamenten, sowie finanzierenden Geberländer zusammen. Die Mitglieder der JISRMs entscheiden, ob die Anforderungen erfüllt wurden. Die weitere Freigabe von Finanzmitteln hängt von der erfolgreichen Herausgabe eines den JISRM abschließenden gemeinsamen "aide memoire" ab.

    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
