Short Description:

Overall goal


The Peer Review is supposed to enhance the methodological quality of two strategic Evaluations: The Evaluation of ADC’s Country Strategy Albania 2015-2020 and of ADC’s Engagement in Mozambique 1992-2018.


Expected results


The peer review aims at:

- Supporting evaluation management in developing a suitable evaluation approach at the outset

of the evaluation

- Contributing to the quality assurance of the two strategic evaluations

- Supporting the evaluation team in applying rigorous evaluation methods which are up to date


Target group / Beneficiaries


The target Group of this peer review is a) ADA's Evaluation Unit (3 People) and b) the Evaluation Teams who are conducting the strategic Evaluations (4-8 people).


Activities


The Peer Reviewer contributes to the quality of strategic evaluations by commenting in written form on the suggested evaluation approach, as well as the draft reports (inception and evaluation reports)

and data collection tools. Furthermore she/he will discuss and provide a written input to ADC’s After Action Review exercise in which the lessons learned from the evaluations process will be shared

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
