Overall goal


Das Projekt des Polyvalenten Ausbildungszentrums für Dienstleistungsanbieter zur Unterstützung von Mikro-, Klein- und Mittelbetrieben ist die gemeinsame Reaktion der OEZA und der Entwicklungswerkstatt Austria (EWA) auf die Resultate der 2003 durchgeführten Studie zum Entwicklungsstadium jener Serviceunternehmen, die für die Existenz bzw. Entwicklung von Kleinbetrieben, insbesondere im Handwerksbereich und in der Landwirtschaft, notwendig sind.

Wegen der beschränkten Kapazitäten der im Senegal ansässigen Kleinunternehmen ¿ wie etwa Analphabetismus, mangelnder Kenntnis der (einzigen) Amtssprache Französisch, in der Erstellung von Angeboten und der Erarbeitung von Ausschreibungsunterlagen, Businessplänen, der Produktentwicklung u. ä., sind unterstützende Dienstleistungen besonders wichtig. Neben Managementproblemen stellen auch technische Fähigkeiten oft Limits dar.

Die o.g. Studie kam zu dem Schluss, dass sowohl Menge, Vielfalt als auch Qualität (z.B. Eingehen auf die Bedürfnisse und Kapazitäten der Kunden) der angebotenen Dienstleistungen nur selten deren Bedürfnissen entsprechen. Oft sind aber auch die Kosten zu hoch oder die Anbieter und deren Leistungen zu wenig bekannt ¿ es fehlt ihnen die richtige Marketingstrategie.

Die EWA entwickelte daher ein Konzept, um Anbieter solcher Dienstleister, private Unternehmer wie Berufsorganisationen, auszubilden. Es werden angepasste Aus- bzw. Weiterbildungsmodule für diese Zielgruppen entwickelt, die deren Leistungen stärken und die Zusammenarbeit mit Basisgruppen verbessern sollen.

Zu diesem Zweck soll ein Ausbildungszentrum geschaffen, Ausbildungsmodule entwickelt und mit den Betroffenen abgestimmt und Ausbildner vertraglich verpflichtet bzw. ausgebildet werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
