RCN Justice et Démocratie setzt ein Dreijahresprogramm 'Pour une égale protection devant la loi' zur Unterstützung der Reform des burundischen Justizsystems um. Diese Reformen fügen sich in einen größeren Rahmen der Reformen ein, die durch das Arusha Friedenabkommen festgelegt sind.

Oberziel ist, den Zugang zur Rechtsordnung für alle Burundier zu sichern, sowie einen Justizapparat zu schaffen, der anerkannten Standards entspricht und gleichen Rechtsschutz für alle Bürger bietet. Die vorgeschlagene Strategie ist es, inbesondere die Qualität der kommunalen Gerichte zu verbessern, die Bevölkerung über die Werte der Rechtsordnung und die fundamentalen Grundrechte zu informieren und zu sensibilisieren.

Dieses Projekt setzt eine zweijährige Unterstützung durch die OEZA fort und stellt die Abschlussphase dar, die sich auf einen einzigen Bestandteil des Gesamtprogramms konzentriert, nämlich die Sensibilisierung der lokalen Behörden, d.h. deren Aufklärung in Sachen Justiz.

850 Personen werden direkt durch die Massnahmen angesprochen, darunter Vertreter der lokalen Verwaltung, der Justiz, der Polizei, der traditionnellen Justiz und der Zivilgesellschaft.

Das Projekt stellt einen Beitrag zur Stärkung rechtsstaatlicher und menschenrechtlicher Grundsätze auf lokaler Ebene dar. Verbesserter Zugang zum Recht und bessere Kenntnisse ihrer Rechte tragen wiederum zur Bemächtigung der lokalen Bevölkerung bei. Neben den Landkonflikten, die auf lokaler Gerichtseben die häufigsten Fälle darstellen, sind diese Fragen auch im Kontext der Versöhnung (Konsolidierung der Beiegung des bewaffenten Konflikts, Rückkehr der Flüchtlinge usw.) von grosser Bedeutung.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
