Overall goal


Der südserbische Kreditgarantiefond, gegründet von südserbischen Gemeinden um Leskovac,bietet eine Möglichkeit des technischen bzw. eventuell auch finanziellen Engagements der ADA, um Interventionen im Bereich W&E snnvoll zu realisieren: kommerezielle Banken in Serbien vergeben Kredite zu hohen Zinsen und zu kurzen Laufzeiten , was keine wirtschaftlichen Freiräume für Unternehmen schafft, um zu investieren: die Unterstützung des KGF Südserbien könnte Möglicheiten für soft loan Vergabe von Krediten schaffen, durch die Unternehmen befähigt werden wirtschaftliche Investitionen zu setzen. Voraussetzung dafür ist aber eine Problem- und Situationsanalyse (wie ist der Fond beschaffen, Vergleich mit anderen Fonds), um eine Konditionalität und Art des ADA-Engagements abzuwägen und zu erkennen, ob und wie Interventionen im Fond Sinn machen. Diese Analyse und die Erarbeitung von TOR´s ist Gegenstand dieses Projekts, welches in einer Deskarbeit und Bereisung/Analyse, Empfehlung und Ausarbeitung von TOR´s für ein evtl. ADA Engagement besteht.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
