Overall goal


Ziel des Projekts ist die Professionalisierung und Spezialisierung der Arbeit mit Straßenkindern bzw. „Kindern in Situation Straße“ (abgeleitet vom neuen in Lateinamerika gebräuchlichen, einheitlichen Begriff „Niños en situacion de calle“) in El Alto im Westen Boliviens über das Angebot einer integralen und interdisziplinären Ausbildung für StreetworkerInnen.

Wie in vielen Ländern Südamerikas, steigt auch in Bolivien die Zahl der Kinder und Jugendlichen, die auf der Straße leben, stetig an. Seit etwa zwei Jahrzehnten gibt es in Bolivien private Einrichtungen, die sich auf die direkte Unterstützung dieser Kinder und Jugendlichen spezialisieren. Von staatlicher Seite gab es bislang kaum konkrete Stellungnahmen, weder im sozialpolitischen Sinne, noch in Form von praktischer Arbeit. In den letzten drei Jahren fand seitens des Staates ein Umdenkprozess in Bezug auf dieses Thema statt - mittlerweile wird offen darüber diskutiert und das Thema von verschiedensten Seiten und Sektoren aufgegriffen.

Da es keine spezifische Ausbildungsmöglichkeit für professionelle HelferInnen gibt, soll ein akademischer Lehrplan für StreetworkerInnen mit Kindern und Jugendlichen ausgearbeitet und so zur Professionalisierung des Hilfssystems beigetragen werden.

Gleichzeitig werden die Inhalte des Lehrplans (neue Methoden etc.) in der Praxis, d.h. in der direkten Arbeit auf der Straße mit Kindern und Jugendlichen, angewendet und umgesetzt.

Mit gezielter Koordinationsarbeit über verschiedene Netze auf lokaler und nationaler Ebene soll die staatliche Fachkompetenz bezüglich des Themas gestärkt und so ein wichtiger Beitrag zur Schaffung eines strukturellen Kinderschutzsystems geleistet werden, in dem der Staat die zentrale Rolle übernimmt und die privaten Einrichtungen über die praktische Arbeit eingebunden sind.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
