Die ÖEZA unterstützt seit mehreren Jahren Projekte im Bereich Nahrungsmittelsicherung im Bezirk Nord-Gondar der Region Amhara in Nordäthiopien. Dabei geht es einerseits um die Verbesserung der Einkommenssituation der lokalen Kleinbauern durch die Verbesserung der Viehzucht und die Förderung von Getreide-, Gemüse- und Obstanbau, andererseits um den Schutz des Nationalparks Simen Mountains durch Aufforstung, die Förderung von sanftem Tourismus u.a.m. Um die bestmögliche Koordination der österreichischen Aktiviäten mit denjenigen anderer Geberländer und Hilfsorganisationen sowie der äthiopischen Behörden in diesem empfindlichen Ökosystem zu gewährleisten, soll ein "Programmkoordinationsbüro" (PCU) die Bezirksbehörden unterstützen, die durch Mangel an qualifiziertem Personal dieser komplexen Aufgabe nicht gerecht werden können. Das Finanz-und Planungsbüro der Region Amhara unterstützt dieses Vorhaben, hat gemeinsam mit der ÖEZA ein klares Mandat für das PCU ausgearbeitet und wird als Projektpartner die Verantwortung für die zielgerechte Durchführung dieses Projektes übernehmen.

Von Juli 2001 bis März 2004 war das PCU eine Projektkomponente von Projekt 1722 - Simen Mountains National Park - Integrated Development Project. Die Evaluierung von Oktober 2003 empfahl, das PCU aus dem Projekt 1722 herauszulösen und mit einem klaren Mandat in der Finanz- und Planungsbehörde der Region Amhara anzusiedeln.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
