Short Description:

Overall goal


Ziel des Personalentsendeprogramms ist die Armutsreduktion und nachhaltige Entwicklung in den Bereichen ländliche Entwicklung & Management natürlicher Ressourcen, Menschenrechte & Zivilgesellschaft und Bildung sowie die Steigerung der Arbeitsqualität lokaler Partnerorganisationen durch systematische, fachspezifische Kapazitätsentwicklung und Wissensmanagement.


Expected results


- Lokale Partnerorganisationen leisten aufgrund neuer fachspezifischer Kenntnisse zusätzliche Beiträge zur Agenda 2030, insbesondere zu SDG 2, 4, 5 und 6, 10 und 16.

- Lokale Partnerorganisationen verfügen über neue, verbesserte Tools in Organisationsentwicklung und Wissensmanagement.

- HORIZONT3000 hat sein Angebot im Bereich Personalentsendung weiter flexibilisiert und vermittelt Fachkräfte an lokale Partnerorganisationen und österreichische NRO nach deren spezifischem Beratungsbedarf.

 


Target group / Beneficiaries


Im Rahmen des Personalentsendeprogramms von HORIZONT3000 sind europäische, in erster Linie österreichische Fachkräfte in Entwicklungsländern im Einsatz, um die Kapazitäten lokaler Bevölkerungsgruppen und Partnerorganisationen zu stärken. In den Jahren 01.03.2018 - 28.02.2021 werden jährlich rund 75 Personen bei ca. 75 Partnerorganisationen in den Ländern Uganda, Kenia, Tansania, Mosambik, Nicaragua, El Salvador, Guatemala, Papua-Neuguinea sowie in einzelnen Kooperationsländern wie Südsudan, Burkina Faso, Ecuador, Kolumbien und Moldau tätig sein. 6.000 direkt Begünstigte und 1,5 Million indirekt Begünstigte profitieren durch die Beratungsleistung der ExpertInnen.


Activities


Die ExpertInnen unterstützen und beraten die Zielgruppen in den Bereichen: Landwirtschaft (ökologisch nachhaltige Produktion und Vermarktung), Zugang zu sauberem Wasser/Wasseraufbereitung und Siedlungshygiene, Wasserressourcenmanagement/Quellenschutz, Gewalt gegen Frauen und Mädchen, Empowerment, Selbstbestimmung und Partizipation von Frauen, Zugang zu sexueller und reproduktiver Gesundheit, Umsetzung von bestehenden Gesetzen sowie Beeinflussung der Gesetzgebung für eine Gleichstellung von Männer und Frauen, Förderung von Rechtsstaatlichkeit und Zugang zur Justiz, Organisationsentwicklung für Primär- und Sekundärschulen, Organisationsentwicklung für Partnerorganisationen, Monitoring & Evaluierung, Projekt-, Ressourcen-, Organisations- und Finanzmanagement. Ein zentrales Element ist die systematische Weitergabe von Erfahrungen aus einzelnen Einsätzen an Organisationen in Entwicklungsländern und in Österreich.


Context


Die Einsätze sind bedarfsorientiert. Die Fachkräfte leisten ihre Einsätze in Sektoren und Regionen, in denen das lokale spezifische Know-how nicht ausreichend vorhanden ist. Die Entsandten verfügen über sehr gute fachliche Qualifikationen, sie werden auf ihren Einsatz gezielt vorbereitet und während ihres Einsatzes professionell begleitet. Nach Einsatzbeendigung tragen die Fachkräfte in ihrem Herkunftsland zu einem besseren Verständnis über die globale Zusammenhänge und das interkulturelle Zusammenleben in Österreich und Europa bei.


Der OEZA-Kofinanzierungsanteil beträgt 70 Prozent.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
