Overall goal


Ziel des Personalentsendeprogramms ist die Unterstützung des Kapazitätsaufbaus zivilgesellschaftlicher Organisationen durch Vermittlung von Fachexpertise und Wissensmanagement. Inhaltliche Schwerpunktbereiche: Ländliche Entwicklung, Management natürlicher Ressourcen, Resilienz im Klimawandel, Agroökologie, Einkommensgenerierung und Unternehmertum.


Expected results


Lokale Partnerorganisationen leisten aufgrund neuer fachspezifischer Kenntnisse zusätzliche Beiträge zur Agenda 2030; lokale Partnerorganisationen verfügen über neue, verbesserte Kompetenzen und Werkzeuge; HORIZONT3000 kann den Bedarf lokaler Partner und österreichischer Auftraggeber mit einem Angebot differenziert, kompetent und angepasst bedienen.


Target group / Beneficiaries


Von den Beratungsleistungen der Fachkräfte (pro Jahr mindestens 45 Personen bei ca. 75 Partnerorganisationen) profitieren direkt rund 4.500 Personen und indirekt rund 700.000 Begünstigte. Einsatzländer: Uganda, Kenia, Tansania, Mosambik, Äthiopien, Ruanda, Sudan, Nicaragua, El Salvador, Guatemala, Kolumbien, Brasilien, Armenien, Moldau und Palästina.


Activities


Im Rahmen des Personalentsendeprogramms von HORIZONT3000 sind europäische, in erster Linie österreichische Fachkräfte in mehr als 15 Entwicklungsländern im Einsatz. Aufgaben der entsandten ExpertInnen: Weiterbildung und Beratung, Organisationsentwicklung, Finanz-, Prozess-, Change- und Wissensmanagement, Trainings, Mentoring, Coaching, Unterstützung im Aufbau von Netzwerken und Advocacy Aktivitäten, Stärkung von Medienkompetenz, Monitoring und Evaluierung, partizipative Entwicklung von Strategien, Leitfäden, Handbüchern, Richtlinien, Trainings-unterlagen, Konzepten und Förderanträgen.


Context


Die Einsätze sind bedarfsorientiert. Die Fachkräfte leisten ihre Einsätze in Sektoren und Regionen, in denen das lokale spezifische Know-how nicht ausreichend vorhanden ist. Die Entsandten verfügen über sehr gute fachliche Qualifikationen, sie werden auf ihren Einsatz gezielt vorbereitet und während ihres Einsatzes professionell begleitet. Nach Einsatzbeendigung tragen die Fachkräfte in ihrem Herkunftsland zu einem besseren Verständnis über die globale Zusammenhänge und das interkulturelle Zusammenleben in Österreich und Europa bei.

Das Programm trägt zu SDG 1, 2, 5, 8, 13, 16, und 17 bei.

Der OEZA-Kofinanzierungsanteil beträgt 75 Prozent.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
