Overall goal


Das Programm zielt darauf ab, innovative Ansätze zur Verbesserung des Zugangs von kleinen ländlichen ProduzentInnen der Region Zentralamerika zu lokalen Märkten zu fördern. Durch die gezielte Förderung von lokalen Wirtschaftskreisläufen für die ländliche Produktion soll ein Beitrag zur Verringerung der Armut in Honduras, Nicaragua, El Salvador und Guatemala geleistet werden. Die regionale Organisation RUTA als Durchführungspartner, legt den Fokus auf die zentralamerikanische Integration im Landwirtschaftsbereich, sowie auf die Erweiterung des Potentials für biologische Produktionsmethoden.

Durch das Programm werden Initiativen begleitet, unterstützt und durch einen Fonds gefördert, welche finanzielle Rentabilität aufzeigen und die eine Verbesserung für die Akteure in der agrarwirtschaftlichen Produktionskette bewirken.

Die Zielgruppe dieses Programms sind gemeinnützige Organisationen wie NRO, Stiftungen, Kooperativen, ProduzentInnenverbände und andere Institutionen, welche die unternehmerische Entwicklung in ländlichen Gebieten fördern, wie auch private landwirtschaftliche Unternehmen oder Anbieter von Finanz- oder Handelsdienstleistungen für ProduzentInnen.

Indirekt profitieren davon ca. 3000 ProduzentInnen ländlicher Gebiete und andere Akteure der agrarwirtschaftlichen Produktionskette, in dem ihre Einkommensmöglichkeiten substantiell verbessert werden.

Durch einen in den Zielländern veröffentlichten Call for Proposals, und die Anwendung einer Methodologie vom International Food Policy Research Institute (IFPRI) wird die Auswahl der besten Vorschläge getroffen werden. Es werden ungefähr zehn vorgeschlagene Projekte von o.g. Organisationen unterstützt, um kleine ländliche ProduzentInnen des Agrarsektors mit dynamischen Märkten (Exportmärkten, Supermarktketten etc.) zu verknüpfen. Ein wichtiges Auswahlkriterium dabei ist das jeweilige Potential zur Armutsminderung.

Die Interamerikanische Entwicklungsbank (BID-FOMIN) kofinanziert das Gesamtprogramm zu ca. 48%.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
