Short Description:

Overall goal


The WACDEP goal is to promote water as a key part of sustainable regional and national development and contribute to climate change adaptation for economic growth and human security.

The overall objective of WACDEP is to support integration of water security and climate resilience in development planning and decision making processes, through enhanced technical and institutional capacity and predictable financing and investments in water security and climate change adaptation.


Expected results


The following Impact Indicators are expected to be met:

125 Million people are expected to benefit from improved water resources planning and management

350 Million Euro of investment is expected to be influenced which contributes to water security and climate resilience through improved WRM & water services

45,000 of beneficiaries are expected to be directly supported in demonstration projects on water security and climate resilience

 


Target group / Beneficiaries


The programme provides support in 16 countries selected from the 5 transboundary basins (Limpopo, Kagera, Volta, Lake Chad, North Western Sahara Aquifer). Of the 16 countries, 10 will be new countries, while the other 6 will be from the current target countries. While the programme focus in 6 current countries (Burkina, Cameroon, Ghana, Mozambique, Tunisia and Zimbabwe) will be on sustainability activities using locally raised financial resources leveraged from the work done since 2011, the new financial resources for the programme will be deployed in 10 new countries to be identified in 2016 as part of the inception phase.


Activities


Activities will be implemented in the following work packages:

1. Support packages to Regional Organisations and governments in developing agreements/commitments that recognise transboundary water cooperation and joint operations as a key part of national and regional development processes.

2. Support packages to national organisations in developing legal frameworks/ policies/strategies, sectoral and development plans, National Adaptation Plans – integrating water security for climate resilience and other key issues; food, energy, ecosystems, urban water management.

3. Support packages to organisations in the development of investment plans and strategies supporting policies and plans which integrate water security.

4. Support packages to countries in the development of projects to access funds.

5. Green interventions in place that demonstrate the potential of innovative solutions for critical water security challenges of countries and communities.

6. Capacity building packages for institutions and other stakeholders to integrate water security in the design and implementation of policies, plans & projects.

7. Knowledge for water security developed and disseminated at all levels.

8. An effective Action Network of partners sustained.


Context


The Global Water Partnership (GWP) is an intergovernmental organisation with more than 3,000 institutional members from 174 countries, organized in 85 country- and 13 regional partnerships. The Water, Climate and Development Programme is an African Water Ministers’ Council on Water (AMCOW) programme that has been implemented in Africa since 2011 with support from ADC (2.895 Mio. Euro) and other partners (total budget 12.7 Mio. Euro). The programme has initially been implemented in 8 countries from 5 transboundary basins in Africa; Limpopo (Mozambique, Zimbabwe), Kagera (Burundi, Rwanda), Volta (Ghana, Burkina Faso), Lake Chad (Cameroon) and the North Western Sahara Aquifer (Tunisia).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
