Overall goal


Das Programm PADER (Aktionsprogramm zur nachhaltigen ländlichen Entwicklung) wird seit 2001 von der OEZA im Senegal unterstützt und seit seiner zweiten Phase vom Fonds Belge de Survie kofinanziert.

Ziel des Programms ist die Förderung der nachhaltigen ländlichen Entwicklung, insb. durch unterstützende Maßnahmen bei der Herstellung, der Weiterbearbeitung und der Vermarktung von Produkten in den Sektoren Landwirtschaft, Viehzucht und Fischerei.

Durch Leistungen der beteiligten Kooperativen und Mikrokreditinstitutionen an ihre Mitglieder werden die produktiven Kapazitäten der Bevölkerung in verschiedenen Regionen des Senegals gestärkt. Angeboten werden technische Unterstützung in Feldbau und Viehzucht, die Verbesserung des Zugangs zu Produktionsmitteln wie Saatgut, Werkzeug und Schädlingsbekämpfungsmitteln, Kleinkredite, Qualitätssicherung, Infrastrukturen zur Lagerung, Unterstützung in der Vermarktung u.ä. Ergänzend werden über einen selbst gesteuerten lokalen Entwicklungsfonds soziale, landwirtschaftliche und sozioökonomische Einrichtungen unterstützt, die die Produktions- und allgemeine Lebenssituation der Bevölkerung verbessern. Die Gleichberechtigung in Bezug auf benachteiligte Bevölkerungsgruppen und der Schutz der Umwelt sind transversale Themen, auf die bei sämtlichen Interventionen geachtet wird.

Um den Rückzug von PADER ohne Gefährdung der Nachhaltigkeit zu ermöglichen, wurde 2008 eine Cellule d'Appui Technique für das Netzwerk der Kooperativen (RESOPP) errichtet, um progressiv die Aufgaben zur Unterstützung der Kooperativen, die bis jetzt von PADER erfüllt wurden, zu delegieren. Die ggst. Phase des Programms soll vor dem Hintergrund des Auslaufens der bilateralen Kooperation im Senegal zur Konsolidierung der erzielten Ergebnisse und institutioneller und finanzieller Selbstständigkeit der Akteure führen. Schwerpunkte werden daher in drei Bereichen gesetzt: Institutionelle Stärkung u. Kapazitätsentwicklung, Technologietransfer und Finanzstrategie.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
