Overall goal


Since 1998 Austria has been supporting programmes focusing on improving the food security situation in North Gonder zone. The Amhara Regional Government has acknowledged the achievements and importance of this programme and has requested Austria to continue to provide assistance to help the region to consolidate the gains already achieved, scale-up successful interventions, and also introduce additional intervention areas with specific focus on rural development. Accordingly, a new programme "Sustainable Resource Management Program in North Gonder (SRMP-NG)" is developed and will be implemented in the coming five years, 2008-2012.

The overall objective of the consultancy services is to create database, prepare programme monitoring, evaluation and financial management guidelines, develop programme management benchmarks, and identify and recommend gender mainstreaming approaches such that programme implementation and management is result oriented, efficient and integrate gender and development concerns.

Once the guidelines, benchmarks and gender mainstreaming approaches are approved, the consultants will set up the monitoring and evaluation system, financial guidelines, programme management bench marks and gender mainstreaming approaches at the Project Coordination Office and in the following six months will periodically monitor their application and report on their effectiveness.
