Short Description:

Overall goal


Die politischen Vorgaben des Dreijahresprogramms 2006-08 für das Schwerpunktland Mosambik lauten wie folgt:

- Dezentralisierung und Distriktentwicklung (inklusive Wasser- und Siedlungshygiene

- Ländliche Entwicklung und sektorielle Budgethilfe Landwirtschaftsministerium

im Rahmen eines bilateralen Programmdialogs (und unter Berücksichtigung einer Kooperation mit Brasilien).


Daraus und aus den bisherigen Erfahrungen und Vereinbarungen mit dem Partnerland sowie im Rahmen der internationalen Geberkoordination lassen sich folgende Eckpunkte und Parameter für die Programmierung des Landesprogramms ab 2007 ableiten (Auftrag für das Programmierungsverfahren):

- Fortführung der Konzentration des Engagements auf die Provinz Sofala

- Schwerpunktsetzung in der Ländlichen Entwicklung (im speziellen einer Förderung der kleinbäuerlichen Familienlandwirtschaft unter besonderer Berücksichtigung der Bedürfnisse und Interessen von Frauen und ökologischer Nachhaltigkeit

- Schwerpunktsetzung im Bereich Dezentralisierung (im speziellen der Stärkung lokaler Planungs- und Partizipationsprozesse, von Capacity development sowie politischer Teilhabe armer Bevölkerungsgruppen)

- Fortführung von Beiträgen zur Sektorbudgethilfe im Rahmen von PROAGRI

- Prüfung der Anwendbarkeit des Instruments der Generellen Budgethilfe (insbesondere im Fall der Erhöhung der verfügbaren Landesbudgetlinie)

- Weitere Schärfung des bewährten komplementären Kooperationsprofils der OEZA

- Intensivierte Mitarbeit in Arbeitsgruppen der internationalen Gebergemeinschaft.


Die Programmierung wird anhand der OEZA Landesprogramm Leitlinien, aktualisiert und komplette Version 2006/09/06, mit der technischen Beratung von KEK&CDC durchgeführt.


Das Landesprogramm Mosambik ab 2007 (mit seinen Teilprogrammen) soll abgestimmt mit dem Referat VII.5. in seiner Endversion bis 2007/05/15 vorliegen.

    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
