Overall goal


Aserbaidschan leidet trotz beträchtlichen Wirtschaftswachstums, das dem Öl- und Gasboom geschuldet ist, an der fehlenden Diversifikation und Modernisierung seiner Volkswirtschaft; die Entwicklung des Landes ist daher wenig nachhaltig und kommt weiten Teilen der Bevölkerung kaum zugute.

ATAZ (¿Austrian-Azerbaijani Chamber of Commerce¿) wurde 2009 als Österreichisch-Aserbaidschanische Handelskammer auf Initiative führender Wirtschaftstreibender aus beiden Länder in Wien gegründet. Sie ist darauf ausgerichtet, die Wirtschaftsbeziehungen zwischen Österreich bzw. Zentraleuropa und Aserbaidschan zu intensivieren und zu stärken. Die OEZA wiederum verfolgt in der Südkaukasus-Region eine Strategie, die vor allem Aktivitäten im Bereich Wirtschaft und Entwicklung vorsieht. Neben der Verbesserung der Rahmenbedingungen und der direkten Stärkung von MKMB geht es auch um die Förderung von Investitionen aus Österreich oder des Handels zwischen den Ländern.

Unmittelbares Ziel dieser Wirtschaftspartnerschaft ist es, im Sinne von ¿aid for trade¿ den wirtschaftlichen Austausch zwischen Aserbaidschan und Österreich abseits der Öl- und Gasindustrie zu intensivieren. Zu diesem Zweck wird in Baku eine Servicestelle geschaffen, die lokale und österreichische Unternehmen berät und zusammenführt, sich im Bereich Investment- und Exportpromotion engagiert und einschlägige lokale Institutionen stärkt. Entstehen sollen eine Projektdatenbank, konkrete Investitionen und weitere, durch die ADA zu unterstützende Wirtschaftspartnerschaften. Zusätzlich gibt es Maßnahmen zur Stärkung zivilgesellschaftlicher Organisationen. Da es sich um Branchen wie Infrastruktur, Verkehr, erneuerbare Energie, Wasseraufbereitung und Bildung handelt, leistet das Projekt einen Beitrag für eine nachhaltige und sozial inklusive Entwicklung des Landes.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
