Overall goal


Die Gemeinden des Kosovo sind gesetzlich verpflichtet, innerhalb gewisser Frist für ihre jeweiligen Gemeindegebiete räumliche Entwicklungskonzepte zu erstellen. Die Gemeinde Suhareka, eine Schwerpunktgemeinde der OEZA im Kosovo, führt aus diesem Grund seit längerem einen Dialog mit der Technischen Universität Wien, Abteilung für Raumentwicklung, Infrastruktur- und Umweltplanung, um mit deren Unterstützung zu einem dem einschlägigen Wissens- und Erfahrungsstand entsprechenden räumlichen und wirtschaftlichen Entwicklungskonzept zu gelangen.


Für die Zusammenarbeit zwischen der Gemeinde und der TU Wien wurde seitens der ADA eine Förderung in Aussicht gestellt. Voraussetzung dafür wäre die Vorlage eines mit der Gemeinde Suhareka akkordierten Projektdokumentes von Seiten der TU Wien. Für die partizipative Erarbeitung des Projektdokuments ist ein mehrtägiger Workshop vor Ort geplant. Zur inhaltlichen Beurteilung des Projektsdesigns wurde von Seiten der ADA das Österreichische Institut für Raumplanung beauftragt, an diesem Workshop teilzunehmen sowie das Gesamtprojekt zu beurteilen. Konkrete Arbeitsschritte sind:

- Recherche und Aufbereitung der grundlegenden Informationen zu den politischen und rechtlichen Rahmenbedingungen im Kosovo;

- Beratende Teilnahme an den Gesprächen zwischen der TU Wien und der Gemeinde Suhareka;

- Erstellung eigener Empfehlungen für Inhalt und Umfang des von der TU Wien ausgearbeiteten Projektes;

- Abgabe mündlicher und schriftlicher Empfehlungen (backstopping);

- Gutachten zur Beurteilung der Projektentwürfe;

- Unterstützung der ADA bei Verhandlungen mit der Gemeinde Suhareka und der TU Wien.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
