Overall goal


Das Projekt baut auf den Erfahrungen von zwei bereits seit mehreren Jahren in Burkina Faso von der Österreichischen Entwicklungszusammenarbeit (OEZA) unterstützten Handwerksförderungsprojekten (PERCOMM, PAAYSZ) auf. Gemeinsam mit diesen und ähnlich orientierten Interventionen anderer Geber (v.a. D, CH) soll mittelfristig eine flächendeckende Unterstützung von Handwerkerverbänden ermöglicht werden. Der Handwerkssektor im Allgemeinen ist gekennzeichnet durch geringe Alphabetisierungsraten, niedrige Qualifikation, schwierigen Zugang zu Produktionsmitteln und ein schwaches Organisationsniveau. Im Interventionsgebiet ist zudem ein auf den Baumwollanbau zurückzuführender hoher Mechanisierungsgrad mit entsprechendem Wartungs- und Reparaturbedarf festzustellen.

Der Projektansatz sieht vor, in erster Linie die von den Handwerkern selbst eingebrachten Initiativen zu stärken und nach Möglichkeit mit bereits existierenden, lokalen Beratungs-, Schulungs- und Finanzierungsinstitutionen zusammenzuarbeiten. Die Verwaltung des im Projekt vorgesehenen Unterstützungsfonds, über den ein guter Teil der Projektaktivitäten finanziert werden soll, liegt in der Verantwortung von gewählten Handwerker-Repräsentanten.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
