Short Description:

Overall goal


The project seeks to strengthen the capacities of public and private stakeholders at the decentralized level to better manage the risks and opportunities linked to the impact of climate change. The expected results are the following:

a) The central structures have the instruments to apply the principles of sustainable development in the implementation of the national development strategy and the local development plans.

b) Relevant information on the state of the environment is available and enables the monitoring of the implementation of environmental policies on the decentralized levels.

c) Local development plans are resilient to climate change and are based on low greenhouse gas emissions and local charters for the management of natural resources are adopted.

d) Local governments and the communities have access to funding and to appropriate technology to implement local development plans (as under c.).

The primary beneficiaries are local governments, communities and local civil society organizations. The central institutions for sustainable development and for decentralization as well as the decentralized State structures will also receive support required to stimulate an effective management of the environment at local level.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
