Overall goal


Seit Anfang 2002 arbeiten die 15 EU-Mitgliedsstaaten und die EU-Kommission an dem Aufbau der EU-Wasserinitiative. Diese Initiative besteht zurzeit aus den regionalen Komponenten Afrika, Osteuropa, Kaukasus und Zentralasien, Mittelmeerraum und Lateinamerika. Die thematischen Schwerpunkte sind Wasserversorgung und Siedlungshygiene sowie Integriertes Wasserwirtschaftliches Management.

Ein Kernanliegen der Initiative ist eine verbesserte gegenseitige Abstimmung der nationalen Entwicklungszusammenarbeits-Programme der 15 EU-Mitgliedsstaaten und der Kommission.

Die Initiative stützt sich auf das Konzept von Führungsstaaten, die sich für den Aufbau und Weiterentwicklung einer thematischen oder regionalen Komponente engagieren.

Am 25.11.2003 wurde Österreich, vertreten durch Dr. Gerald Eder und DI Helmut Jung, vom Multi-stakeholder Forum der EU-Wasserinitiative gebeten, ein Informationssystem zur effizienten Prozessbegleitung der EUWI aufzubauen. Das Ziel des Informationssystems ist eine effiziente Prozessbegleitung und eine Stimulierung des weiteren Aufbaus der EU-Wasserinitiative.

Österreich hat - nach bereits vorweg erfolgter Rücksprache mit der Leitung der Sektion VII des BMaA (HSL Lennkh) - diese Aufgabe akzeptiert.

    • BMLFUW - Federal Ministry for Agriculture, Forestry, Environment and Water
    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
