Overall goal


Das Projekt hat zum Ziel, die Umsetzung des Friedensabkommens, die Versöhnung und Demokratisierung des Landes zu unterstützen, sowie einen wichtigen Beitrag zur Wiederherstellung der Menschenwürde und Aufarbeitung von traumatischen Kriegserlebnissen zu leisten. In weiterer Folge werden aus der begleitenden Forschung Empfehlungen erarbeitet, die nationalen und internationalen Institutionen als Grundlage dienen sollen, Exhumierungen und die notwendige psychosoziale Begleitung der Angehörigen als Teil von Programmen zur Friedenssicherung, Versöhnung und Demokratisierung in Post-Konflikt-Regionen durchzuführen.


Das Projekt geht von folgenden Grundannahmen und Prämissen aus:

--> Wahrheitsfindung und Anerkennung der im bewaffneten Konflikt begangenen Verbrechen sind unerlässlicher Bestandteil der Maßnahmen der Friedenssicherung.

--> Die Aufdeckung der Ursachen des gewaltsamen Todes der Angehörigen, die Feststellung von individueller und institutioneller Verantwortlichkeiten, die gesellschaftliche Anerkennung des begangenen Unrechts und die Würdigung der Opfer stellen international und verfassungsmäßig verbriefte Rechte der StaatsbürgerInnen dar.

--> Gewalttätigkeit, Folter und Massaker sind - unabhängig von individuellen Verantwortlichkeiten - als Probleme der gesamten Gesellschaft zu begreifen. Die Aufdeckung und Reflexion ihrer Ursachen trägt wesentlich zur Genesung der Einzelnen und zur Wiederherstellung sozialer Strukturen des Zusammenlebens bei.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
