Ziel der Wirtschaftspartnerschaft ist der Aufbau einer Wertschöpfungskette für hochwertiges Mehl im Kosovo.

Der Anbau von qualitativem Weizen sowie die Herstellung und Vermarktung von hochwertigem Mehl im Kosovo wird auf verschiedenen Ebenen entwicklungspolitische Wirkungen nach sich ziehen:

Das Projekt wird landwirtschaftliche Betriebe in die Lage versetzen, Weizen in der notwendigen Menge und Güte anzubauen. Ergebnis verschiedener Trainings- und Beratungsmaßnahmen soll es sein, dass die LandwirtInnen imstande sind, die derzeit geringen Hektar-Erträge zu steigern. Durch eine deutliche Ertragssteigerung wird Einkommen gesichert und dies wiederum wirkt sich positiv auf die sozioökonomische Situation der kleineren und mittleren LandwirtInnen und ihrer Familien aus.

In der Mühle selbst werden Arbeitsplätze geschaffen und MitarbeiterInnen geschult, was eine unmittelbare Verbesserung der Lage der dort Beschäftigten bedeutet.

Dem Markt - den Bäckereien ebenso wie den KonsumentInnen - steht wesentlich besseres Mehl zu günstigeren Preisen zur Verfügung.

Mittelbar trägt die Wirtschaftspartnerschaft dazu bei, in Form einer beispielgebenden Investition die schlecht entwickelte Landwirtschaft und Lebensmittel verarbeitende Industrie zu stärken. Dadurch findet auch in Zahlen relevante Import-Substitution statt, die bei zunehmenden Produktionsvolumina langfristig auch zu einer Entlastung ökonomischer Indikatoren wie Handelsbilanz und Inflation beiträgt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
