Short Description:

Overall goal


Der Rahmen für Kleinvorhaben des Koordinationsbüros Tiflis 2021 folgt den Grundsätzen, Schwerpunktsetzungen und programmatischen Vorgaben der OEZA-Rahmenstrategie für die Länder der Östlichen Partnerschaft (insbesondere Georgien) bzw. des gültigen Dreijahresprogramms der Österreichischen Entwicklungspolitik. Eine Konzentration auf die für Georgien gültigen thematischen Schwerpunktbereiche ist geplant.

Die erwarteten Ergebnisse werden in den einzelnen Kleinvorhaben festgesetzt.


Target group / Beneficiaries


Anspruchsberechtigte für die Kleinvorhaben sind lokale Projektträger, die aufgrund des EZA-Gesetzes eine Förderung erhalten können sowie internationale Partnerorganisationen vor Ort.

Auftragnehmer für Werkverträge sind lokale KonsulentInnen.

Die Begünstigten werden im Rahmen der Vergabe der jeweiligen Förderung bzw. des jeweiligen Auftrags festgelegt.

 


Activities


Durch den Kleinprojekterahmen werden im Kontext der Rahmenstrategie für die Länder der Östlichen Partnerschaft bzw. in Ergänzung des Arbeitsfeldprogrammes für Georgien 2021 u.a. folgende Maßnahmen unterstützt:

- (Ko-)Finanzierung von Kleinprojekten

- Technische Assistenz

- Spezifische Kapazitätsentwicklung

- Sektor- oder programmrelevante Studien, Publikationen und Veranstaltungen

- Maßnahmen im Rahmen von Harmonisierung und gemeinsamer Geberinitiativen

- Maßnahmen, die der Umsetzung der Prinzipien der OEZA dienen (z.B. „Leave no one behind - Ansatz“ (SDGs), menschenrechtsbasierter Ansatz; Geschlechtergleichstellung bzw. Förderung von Frauen)

- Vertrauensbildende Maßnahmen

- Unterstützung von Maßnahmen, die Georgien bzw. die benachteiligte Bevölkerung bei der Bewältigung der COVID-19 Krise und deren Folgen unterstützt.

    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
