Overall goal



In line with Palestinian development strategies - mainly the Palestinian National Development Plan (PNDP) 2014-2016 and the EU Local Strategy on Development Co-operation (2014-2020) - and in line with the Austrian Development Co-operation priorities, the purpose of this small project facility in the Palestinian Territories is to provide flexible, rapid and visible support to the achievement of the co-operation objectives in the thematic priority areas of water and health. This means that small projects shall primarily complement measures which are in line with the priority areas of water and health, as well as the cross-cutting activities of humanitarian assistance and promoting gender equality. The projects will also be in line with the priorities of the Palestinian partners, as outlined in the Palestinian National Development Plan, the EU Local Development Strategy, and – in accordance with Austria’s priorities – with the EU Sector Strategy Fiches in Health and Water.


The targeted and non-bureaucratic funding of small projects shall enhance quality, effectiveness, efficiency and visibility of the Austrian development co-operation in the Palestinian Territories.


Specifically, the small projects funded through this instrument aim to allow for the following results:

- The small projects complement and support the Austrian engagement in the relevant priority areas;

- They are implemented expeditiously and non-bureaucratically;

- Small projects contribute to enhanced aid effectiveness;

- Small projects contribute to better visibility of the Austrian Development Cooperation in the Palestinian Territories.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
