Overall goal


Kleinvorhaben ergänzen die laufenden Programme und Projekte der österreichischen Entwicklungszusammenarbeit in Mazedonien und stärken zivilgesellschaftliche und öffentliche Strukturen. Die Kleinvorhaben konzentrieren sich auf die Bereiche:

- Umwelt (Erneuerbare Energien, Energieeffizienz, Wasserversorgung und Abwassers)

- wirtschaftliche Entwicklung (Beschäftigung, Unterstützung der Klein- und Mittelunternehmen) sowie

- gute Regierungsführung und Menschenrechte


In den ausgewählten Schwerpunktthemen sollen v.a. Projekte und Programme von anspruchsberechtigten lokalen Organisationen und Institutionen unterstützt werden, welche die klassischen OEZA-Finanzierungsinstrumente nicht in Anspruch nehmen können, aber dennoch einen wertvollen Beitrag zur Umsetzung der Landesstrategie leisten.


Die Ziele der Kleinvorhaben sind:

1) Höhere Flexibilität in der Programm- und Projektentwicklung.

2) Besserer Zugang zu externer (lokaler) Expertise

3) Gezielte Stärkung zivilgesellschaftlicher Strukturen (NROs) und

4) Komplementäre Maßnahmen zur/zum Landesstrategie/Programm


Diese Ziele sollen durch folgende Maßnahmen erreicht werden:

1) Kurzfristige Interventionen in den ausgewählten Sektoren durch z. B.:

Forschungsaufträge, Machbarkeitsstudien, Veranstaltungen etc.

2) Förderung der Umsetzung von Strategien wie z.B. kurzfristiger Einsatz von Konsulenten, wenn rasches Handeln erforderlich ist

3) Kapazitätsentwicklung der Projektpartner

4) (Ko)-Finanzierung von Mikroprojekten in Ergänzung zu den allgemeinen Sektoraktivitäten


In allen Programmbereichen gibt es eine funktionierende Zusammenarbeit mit den relevanten Regierungsstellen, internationalen Organisationen, der Zivilgesellschaft und dem Privatsektor. Die Prinzipien der Arbeitsteiligkeit (harmonization) werden bei der Umsetzung von Kleinvorhaben berücksichtigt.

    • EU - Funds of the European Commission
    • Others - various other donors are listed in ADA’s annual business report.
  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
