Overall goal


Inhaltlich und schwerpunktmäßig stehen die Kleinvorhaben im engen Zusammenhang mit der Länderstrategie der Österreichischen Entwicklungszusammenarbeit in Albanien und ergänzen die laufenden und geplanten Vorhaben. Die Kleinvorhaben sind in den Bereichen Umwelt (inkl. Wasserversorgung und Siedlungshygiene), Gender, Soziale Integration sowie Aid Effectiveness und EU-Heranführung angesiedelt.

Primär werden Projektaktivitäten- und Initiativen von zivilgesellschaftlichen Akteuren gefördert, die komplementär zu den OEZA-finanzierten Kapazitätenentwicklungsmaßnahmen der öffentlichen Verwaltung sind und im Zusammenhang mit den nationalen Sektorstrategien stehen. Hiermit soll ein Beitrag zur Förderung von Governance geleistet werden, insbesondere im Bereich Rechenschaftspflicht und Soziale Integration.

Weiters sollen im Sinne der Aid Effectiveness und EU-Heranführungsagenda zivilgesellschaftlichen Akteuren sowie ev. weiteren Stakeholdern im Bereich Programmierung von IPA-Mitteln, Projektzyklusmanagement, und Vertragsmanagement im Hinblick auf EK-finanzierte Maßnahmen durch spezifische Workshops Wissen vermittelt werden.

Ziel der Kleinvorhaben ist:

- Unterstützung zivilgesellschaftlicher Akteure in den Bereichen Umwelt, Gender und Soziale Integration im Rahmen der nationalen Reformen

- Kapazitätenentwicklung für zivilgesellschaftliche Akteure im Hinblick auf Fragen der EU-Heranführung

- Beiträge zu geberkoordinierten Interventionen bzw. zur Umsetzung der EU-Heranführungsagenda

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
