Overall goal


Das Rahmenprogramm 2006-2008 von Licht für die Welt hat die "Förderung der Entwicklung von Menschen mit Behinderung in drei afrikanischen Schwerpunktländern der OEZA" zum Inhalt.

Oberziel des Programms ist die gleichberechtigte und selbstbestimmte Teilnahme von Menschen mit Behinderung an Entwicklungsprozessen. Mit dem Rahmenprogramm soll dieses Oberziel in zwei grundlegenden Teilbereichen verwirklicht werden: dem Zugang zu medizinischer Grundversorgung und zu Rehabilitation. Bedeutung kommt in beiden grundlegenden Teilbereichen der Prävention zu: durch Zugang zu medizinischer Grundversorgung, sowie Aufklärungs- und Bewusstseinsbildungsarbeit im Zuge der gesetzten Rehabilitationsmaßnahmen, können viele Behinderungen vermieden werden (wie z.B. Vitamin A - Blindheit, Erblindung aufgrund von Trachom, Behinderungen aufgrund von Klumpfuß, durch Krankheiten ausgelöste zerebrale Lähmungen, u.a.).

Einzelprojekte werden in Äthiopien, Burkina Faso und Mosambik durchgeführt:

1) In Äthiopien werden im Rahmen des nationalen Blindheitsverhütungsprograms Initiativen auf primärer Ebene (Disease Control), sekundärer Ebene (Infrastructure) und tertiärer Ebene (Human Resources) unterstützt.

2) In Burkina Faso werden in vier Regionen im Süden des Landes Menschen mit Behinderung, ihre Familien und ihr soziales Umfeld von Maßnahmen der Gemeindenahen Rehabilitation nachhaltig und dauerhaft erreicht (physische, soziale Rehabilitation).

3) In Mosambik erhalten blinde und sehbehinderte Menschen in fünf Provinzen in der Zentral- und Nordregion Zugang zu qualitätsvoller augenmedizinischer Grundversorgung. Dabei liegt der Schwerpunkt auf der nachhaltigen Etablierung funktionierender augenmedizinischer Dienste auf Provinzebene.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
