'Modelle für Zugang zu Bildung und Arbeit für Menschen mit Behinderung in Palästina & Bosnien-Herzegowina'.


Das Rahmenprogramm der Diakonie Auslandshilfe zielt darauf ab, in modellhaften Projekten in Palästina und Bosnien-Herzegowina. langfristig wirksame und auf weitere Regionen ausweitbare Ansätze zur Integration von Menschen mit Behinderungen in das Bildungssystem, bzw. den Arbeitsmarkt zu entwickeln und zu erproben. Dazu werden die folgenden Projekte durchgeführt, und zwar in Regionen, die sowohl von bewaffneten Auseinandersetzungen bzw. instabilen politischen Verhältnissen geprägt sind / waren:


- In 9 Dörfern im Bezirk Ramallah läuft ein Programm um MmB Chancen und Möglichkeiten in Bezug auf Bildung Berufsausbildung und Zugang zu bezahlter Arbeit zu geben.


- Im 'Peace Centre for the Blind' in Jerusalem werden blinde Frauen in Fachbereichen ausgebildet, um so die Chance auf die Erwirtschaftung eines eigenen Einkommens zu erhalten.


- In Mostar werden in einem integrativen Kindergarten Kinder u.a. jene mit Behinderungen über spezielle computergestützte Kommunikation (d.h. spezielle Geräte) in ihrer Lernerfahrung und -möglichkeiten unterstützt.


Die Erfahrungen aus den Modellprojekten werden vernetzt, um gemeinsam Strategien zur Intergration von MmB zu entwickeln. Unter anderem wird dazu eine Fachtagung veranstaltet und entsprechende Öffentlichkeitsarbeit geleistet.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
