Overall goal


Programmziel: CARE trägt mit seinem Rahmenprogramm "Learning for Change: Strengthening women’s voices in East Africa" zur Geschlechtergerechtigkeit und Selbstbestimmung von Frauen und Mädchen in Äthiopien, Ruanda und Uganda bei. Ziel ist Förderung und Durchsetzung der Teilhabe von Frauen an Entscheidungsprozessen im Haushalt, in der Gemeinde sowie auf lokaler und nationaler Ebene.


Expected results


Erwartete Ergebnisse: Das Programm stärkt 40 NGOs und CARE Länderbüros, Grassroots Organisationen und Regierungsstellen und befähigt diese, Gleichstellung von Männern und Frauen in ihren eigenen Programmen zur Armutsbekämpfung erfolgreich zu verankern und zu fördern. Dadurch soll die Änderung von sozialen Normen, auch unter Einbeziehung von Männern und Buben, sowie die Stärkung von Frauen in gesellschaftlichen Funktionen und auf individueller Ebene erreicht werden.


Target group / Beneficiaries


Zielgruppe: 644.000 Frauen und Mädchen sowie 40 zivilgesellschaftliche Organisationen und Regierungsstellen in Uganda, Äthiopien und Ruanda; Das Programm wird die Gender Kapazitäten von rund 500 MitarbeiterInnen in diesen Einrichtungen entwickeln.


Activities


Maßnahmen: Der Fokus liegt dabei auf Trainings von MitarbeiterInnen der Institutionen in ausgewählten Gender-Thematiken. Zusätzlich werden durch anwaltschaftliche Arbeit die Rechte von Frauen und Mädchen eingefordert und der Versuch unternommen die Rahmenbedingungen für Geschlechtergerechtigkeit positiv zu beeinflussen. Länderübergreifend sowie auf internationaler Ebene kommt dem Wissens- und Erfahrungsaustausch besondere Bedeutung zu.


Context


Hintergrundinformation: In sehr vielen Regionen dieser Welt ist die Situation von Frauen und Mädchen durch vielschichtige Diskriminierung und Benachteiligung gezeichnet. In diesem Programm setzt CARE bei der Ermächtigung und der Stärkung von Frauen auf drei Ebenen an: der individuellen Handlungsfähigkeit (eigene Erwartungen und Fähigkeiten), den Strukturen (gesetzliche Rahmenbedingungen für Gleichberechtigung) und den bestehenden Machtbeziehungen, mit denen Frauen konfrontiert sind (gelebte Gleichstellung in Alltag).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
