Programmtitel: Kapazitätenentwicklung und Wissensmanagement zur Steigerung der Wirksamkeit der Arbeit lokaler Partner.

Das vorliegende Rahmenprogramm zielt auf die Steigerung der Wirksamkeit der Arbeit der lokalen Partner ab. Dies erfolgt durch systematische Kapazitätenentwicklung und Wissensmanagement. Das Programm, welches aufgrund der Empfehlungen der 2009 durchgeführten Review konsolidiert wie auch inhaltlich fokussiert wurde, umfasst die beiden Sektoren 'Ländliche Entwicklung & Ressourcenschutz' und 'Zivilgesellschaft & Menschenrechte'.

Auf Programmebene ist dazu ein entsprechendes Maßnahmenbündel zum Erfahrungsaustausch (Know-How Transfers), zur Wissensvermittlung sowie der Kapazitätenentwicklung vorgesehen. Auf lokaler Ebene werden diese dann in 40 Projekte in den folgenden 12 Ländern eingebracht und umgesetzt:

Afrika: Äthiopien, Uganda, Kenia, Tansania, Senegal, Südafrika

Latein- und Mittelamerika: Nicaragua, Guatemala, El Salvador, Brasilien, Peru

Asien: Philippinen


Die Zielgruppen des Rahmenprogramms bilden einerseits die lokalen Projektpartner in den 12 Programm- und Kooperationsländern des Rahmenprogramms als solches, sowie jene der diversen Programminterventionen. Die konkreten Maßnahmen zur Armutsreduzierung kommen direkt rd. 625.000 Menschen in den Projektgebieten zugute.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
