Overall goal


Rund 60% der Bevölkerung Ugandas und Kenias sind unter 24 Jahre alt. Zwar gibt es eine flächendeckende Grundschulausbildung, es bestehen jedoch starke Defizite im Bereich der weiterführenden Schulausbildung, bzw. von Berufsausbildungsmöglichkeiten. Das bedeutet besonders für Jugendliche aus armen Verhältnissen, dass sie aufgrund mangelnder technischer, sowie unternehmerischer Kenntnisse und einem Mangel an Life Skills keinen Zugang zu einer für den Arbeitsmarkt notwendigen Qualifikation haben. Das Programm wirkt dem durch Know-how Transfer zwischen Berufsbildungszentren und NGOs aus Uganda und Kenia entgegen. Ziel ist das Berufsbildungspotential von 8 Ausbildungszentren in beiden Ländern durch Verbesserung der didaktischen und pädagogischen Kompetenzen, durch verstärkte Orientierung der Ausbildung an der vorherrschenden Marktnachfrage sowie durch die Unterstützung der Partner bei der Zusammenarbeit mit dem öffentlichen und privaten Sektor, zu steigern. Die direkt Begünstigten des Programms sind 8 technische Berufsbildungszentren, die von 5 in Uganda und Kenia betrieben werden. Sie sind auf die menschliche und berufliche Bildung von Jugendlichen spezialisiert. Indirekt wird das Programm 100 Trainer, Lehrer und Verwalter der Berufsbildungszentren, 3.100 Jugendliche, die dort ausgebildet werden, 1.100 Kleinstunternehmer als auch ca. 25.200 Familienmitglieder der genannten Begünstigten erreichen. Die ausgebildeten Jugendlichen sollen durch Anstellung oder Selbstständigkeit in den Arbeitsmarkt integriert werden und ein adäquates Einkommen erwirtschaften können. Um dieses Resultat zu erreichen bietet das Programm technische und unternehmerische Ausbildung, sowie die Verlinkung mit dem Privatsektor an.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
