Overall goal


Burkina Faso hat 2009 die UN-Konvention über die Rechte von Menschen mit Behinderungen ratifiziert und ein Gesetz zur Förderung von Menschen mit Behinderungen verabschiedet. Das Rahmenprogramm von Licht für die Welt sieht die Inklusion von Menschen mit Behinderungen in den Aufbau von Programmen und Strukturen vor, die den Zugang zu Dienstleistungen für die Förderung der individuellen Bedürfnisse von Menschen mit Behinderungen verbessern. Gleichzeitig werden Ma߬nahmen gesetzt, damit Menschen mit Behinderungen langfristig in allen Entwicklungsprojekten und –programmen Burkina Fasos einbezogen werden. Dazu werden Prozesse zur Stärkung der Behindertenbewegung und zur öffentlichen Bewusstmachung unterstützt, damit eine inklusionsfreundliche Gesellschaft mit entsprechenden Rahmenbedingungen entstehen kann. Direkte Zielgruppen sind Menschen mit Behinderungen sowie deren Betreuungspersonen, die großteils Frauen und Mädchen sind. Außerdem werden ausgewählte Akteure der „Mainstream“ Gesellschaft angesprochen, um Vorurteile abzubauen und sie als MultiplikatorInnen für die Inklusion von Menschen mit Behinderungen zu gewinnen.

Das Rahmenprogramm umfasst vier Programminterventionen:

1) Community Eye Health – Augenmedizinische Behandlungen für rund 30.000 Personen pro Jahr in sechs Regionen;

2) Inclusive Education – inklusive Erziehung für mehr als 1.200 Kinder und Jugendliche mit Behinderungen in Ouagadougou, Bobo-Dioulasso und ausgewählten ländlichen Gebieten;

3) Inclusive Community Based Rehabiliation – Zugang zu Entwicklungsmöglichkeiten für rund 17.000 Personen mit Behinderungen. Ziel dabei ist die Integration auf möglichst allen gesellschaftlichen Ebenen und bei der Gestaltung politischer und programmatischer Grundlagen;

4) Politikdialog, Know-how Transfer und systematische Dokumentation, um erfolgversprechende Erkenntnisse auch in anderen Entwicklungsländern erzielen zu können.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
