Overall goal


Seit 2007 unterstützt die Österreichische Entwicklungszusammenarbeit SOS-Kinderdorf bei der strategischen Programmentwicklung, den Bemühungen zur Qualitätssicherung und Erhöhung der Nachhaltigkeit der Familienstärkungsprogramme in Afrika und dem Mittleren Osten.

Dabei ist es gelungen, viele besonders benachteiligte Kindern und deren Familien nachhaltig zu unterstützen, anfangs direkt, zuletzt vermehrt indirekt durch lokale Gemeindestrukturen (community based partners), die während der Jahre aufgebaut und gestärkt wurden.

Den strategischen Fokus des Rahmenprogrammes 2013-2015 ‚Verbesserung der Lebenssituation von besonders benachteiligten Kindern – durch effektive und nachhaltige Partnerprogramme in Uganda, Äthiopien und Tansania‘ bilden drei Bereiche:

1. Anwaltschaft und strategische Partnerschaften (Arbeiten in Netzwerken);

2. Mobilisierung von lokalen Ressourcen (Schaffung von Einkommen und Partnerbeiträgen);

3. Stärkung von lokalen Partnern (z.B. Community Based Organizations)

Gestärkt werden Kapazitäten von sowohl lokalen (community based) als auch nationalen Partnervereinen in den Ländern Äthiopien und Tansania, um die Nachhaltigkeit und die Effektivität ihrer Sozialangebote für besonders benachteiligte Kinder zu steigern. Fünf Familienstärkungsprogramme in Uganda (Kakiri und Entebbe) und Äthiopien (Bahir Dar, Hawassa und Mekelle) mit den jeweiligen ‚community based partners‘ stehen dabei im Zentrum der Arbeit. Hier werden die Angebote zum Schutz und zur Unterstützung ca. 4.000 besonders benachteiligten Kindern (und deren Familien) ausgebaut.

Verbindendes Element der einzelnen Vorhaben in Uganda, Äthiopien und Tansania ist das Programm 'Learning groups and strategy support', dessen Ziel es ist, strategisches Wissen in den drei Fokusbereichen aufzubauen, auszutauschen und gemeinsames, strategisches Lernen für SOS-Kinderdorf zu beschleunigen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
