Die "Associação dos Municipios de Santiago" (AMS, Verband der Gemeinden Santiagos) hat im November 2007 mit den Arbeiten an einem regionalen Entwicklungskonzept für die Insel Santiago, die größte Insel der Republik Kap Verdes, begonnen. Dieses Konzept basiert auf den aktuellen Plänen der Regierung in den unterschiedlichen Bereichen (Raumplanungspläne u.ä.). Das vorliegende Projektvorhaben soll durch technische Unterstützung der AMS zur weiteren Entwicklung und Umsetzung des Regionalentwicklungskonzeptes für die Gemeinden der Insel Santiago in Kap Verde beitragen. Es gilt sicherzustellen, dass die Prozesse der Regionalentwicklung so implementiert werden, dass sie Teil eines zukünftigen Prozesses der Raumplanung und Raumordnung in Kap Verde werden. Unterstützt wird im Rahmen des Projektes die Erarbeitung des regionalen Entwicklungskonzepts, die laufende Zusammenarbeit mit den betroffenen Bürgermeistern, die Vor- und Nachbereitung des Forums 'Regionalentwicklung' sowie eine begleitende Qualifizierung des Schlüsselpersonals, die u.a. die Nachhaltigkeit der Aktivitäten sichern soll. Die vom vorliegenden Projekt umfassten Beratungsleistungen werden insbesondere dem Koordinator des Regionalentwicklungskonzeptes sowie dem Vorstand der AMS und den Bürgermeistern der Gemeinden der Insel Santiago zur Verfügung gestellt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.

  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
