Overall goal


Im Rahmen des Oberziels der Interventionen der OEZA in Burkina Faso, der Förderung der selbstgesteuerten Entwicklung der PartnerInnen der OEZA in einem wirtschaftlich, sozial, politisch und ökologisch günstigen Umfeld ohne Diskriminierung, ist das Ziel des ggst. Regionalprogramms die Steigerung der Lebensqualität der Bevölkerung in der OEZA Schwerpunktregion Boucle de Mouhoun. Dies soll durch eine nachhaltige Verbesserung ihrer Lebens- und Wirtschaftsbedingungen unter Stärkung lokaler Ownership geschehen.


Dazu wird ein regionaler Entwicklungsfonds errichtet, der für den Regionarat und insgesamt acht Gemeinden der Region Mittel für Investitionen in lokale Infrastruktur und Ausstattung, Maßnahmen zum Schutz natürlicher Ressourcen, Fortbildungen und Sensibilisierung lokaler AkteurInnen sowie für Mikrokredite für lokale ProduzentInnen, KleinunternehmerInnen und Kooperativen zur Verfügung stellt.


Das Programm wird direkt vom Regionalrat der Region Boucle de Mouhoun durchgeführt, der dabei von lokalen Verwaltungseinheiten und technischer Assistenz unterstützt wird und unter der Kontrolle eines Steuerungskomitees unter Vorsitz des Gouverneurs steht. Die zu fördernden Einzelmaßnahmen werden von den Gemeinderäten vorgeschlagen, von einem technischen Sekretariat überprüft und durch eine Kommission aus VertreterInnen aller beteiligten Gruppen ausgewählt.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
