Overall goal


Das Indikative Kooperationsprogramm mit Burkina 2005 - 2007 sieht eine regionale Konzentration der Zusammenarbeit zur Unterstützung der 2004 beschlossenen integralen Dezentralisierungspolitik vor. Die Definition der geographischen Festlegung wurde auf Basis einer Opportunitäts- (prefeasibility) und einer Machbarkeitsstudie (feasibility) durchgeführt, deren Ergebnis in Diskussion mit der Administration der Region "Boucle du Mouhoun" vorsieht, die Intervention in Form eines regionalen Entwicklungsfond zur Strukturverbesserung durchzuführen. Priorität haben dabei Maßnahmen, welche in drei geographischen Gebieten der Region die sozioökonomische Lage der ländlichen Bevölkerung verbessern sollen. Unter dem Leitmotiv der Nachfrageorientierung und der Komplementarität sollen Maßnahmen gefördert / mitfinanziert werden, welche sich an den sektoriellen Schwerpunkten der ÖEZA in Burkina Faso (nachhaltige ländliche Entwicklung, Handwerk, Berufsbildung) ausrichten. Der Fond wird vorerst für 2 Jahre eingerichtet, bedeutet aber ein längerfristiges Engagement in der Region "Boucle du Mouhoun".

Nach Unterzeichnung der Projektkonvention mit der Regionalen Verwaltung und der Finanzkonvention mit dem Finanzministerium folgen als nächste Schritte - zur Absicherung der ordnungsgemäßen Gebarung des Fonds Regional de Developpement - das Manuel de géstion du fonds regional und der Code de financement.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
