Overall goal


This project provides support to Handicap International (HI) Belgium's mine action work in Laos. In response to the Unexploded Ordinances (UXO) threat in Laos, HI Belgium is developing and trialing a pilot methodology, a so-called "District Focused Approach", which will allow severely affected districts of Laos to have their UXO threat and the resulting impact defined, with the aim of developing an informed and targeted 10 year national clearance plan.

Work is being carried out with the Lao government and in support of the Lao National Regulating Authority (NRA) for the UXO Sector.

The objectives of the whole program include:

" To develop a district focused approach to define UXO threat in the target districts;

" To prioritise areas for clearance based on contamination and development need, resulting in a clearance work-plans for the districts;

" To provide the baseline data for the NRA and Operators to begin to develop a 10 year national clearance plan

The pilot project and the longer term District Focused Approach are intended to benefit the following groups of people:

" Local people within the target districts, notably those living in close proximity to UXO.

" District authorities, by gaining a better understanding of the UXO clearance prioritisation process and how this can, and should, link to their own district development plans.

" The NRA; from trialling innovative approaches, including a prioritised clearance plan.

" The development community; since the end point of the proposed process is that a district can identify what priority land requires to be released from the threat of UXO, which can then allow development initiatives to commence on the land.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
