Overall goal


Die OEZA fördert die Kulturarbeit in Uganda seit 1994. Aus der Initiative NDERE hat sich ein landesweites Netzwerk von rund 1300 Entwicklungstheater-Gruppen gebildet, die über die Ugandan Development Theatre Association (UDTA) vernetzt und koordiniert sind. Am Stadtrand vom Kampala betreibt Ndere ein Kulturzentrum.

Für die verschiedenen unter Projekt 1512 finanzierten Maßnahmen ist ein regelmäßiges inhaltliches Backstopping vorgesehen. Der vorliegende Vertrag dient der Beauftragung eines Experten, vor Ort ein Review gemeinsam mit allen Beteiligten durchzuführen. Im Wesentlichen handelt es sich dabei um folgende Aufgabenstellungen:

- Projektforschrittsanalyse, Vergleich mit dem Masterplan und den OEZA Qualitätskriterien, Diskussion der Auswirkungen/Konsequenzen der Bauphase 3 auf die Möglichkeiten und Wirtschaftlichkeit des Zentrums, Diskussion von zukünftigen Strategien und Programmen im künstlerischen Bereich und in der Arbeit mit Theatergruppen;

- Beurteilung der Organisationstransformation und Organisationsstruktur von Ndere Centre, Ndere Troupe, Ndere Foundation und UDTA, sowie deren Zusammenspiel;

- Beurteilung des operationellen und finanziellen Managements des Zentrums;

- Beurteilung der für die Nachhaltigkeit gesetzten Maßnahmen, Erstellung von Szenarien, Diskussion der Optionen.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
