Short Description:

Overall goal


The main Purpose of the assignment is to assist EVAL in the process of updating the Guidelines and developing the first

complementary Module on Programme and Project Evaluations for ADC's Plus Evaluation Policy, published in August 2019. The aim is to implement the process in a participatory manner and to involve ADA and partner programme managers, since the Guidelines are a document which is used at an operational level.

Updated and state of the art Guidelines for ADA Project and Programme Evaluations will contribute to enhancing the quality of evaluations and consequently also the use of evaluation results.


Expected results


This assignment will produce supporting the process of revising the Guidelines and developing the first Module on Programme and

Project Evaluations within the overall framework of the ADC Plus Evaluation Policy.


Target group / Beneficiaries


ADA Programme Managers and Thematic Advisors at HQ, ADA staff at HQ, ADA implementing Partners and external Consultants - in their function as supervising or implementing Project and Programme Evaluations for ADA funded interventions. The estimated annual number of direct beneficiaries is 250 persons.

 


Activities


As an initial step consultations with different stakeholder groups (ADA senior management, ADA and partner programme managers, ADA’s Risk and Third Party Funding Unit, ADA head of Coordination

Offices) are planned to better understand the functions of PP evaluations and the related demands. To facilitate the work on the Guidelines, a working group, chaired by EVAL will be established. It will

include representatives of different ADA units, ADA Coordination Offices as well as partners. The Draft Guidelines will be shared for comments with key stakeholders beyond the working group

before they will be finalized.


Context


In 2018/2019 ADA commissioned its first Meta-Evaluation of Project and Programme Evaluations which assessed the quality and usefulness of PP evaluations at ADA and to provide an Overall assessment of their strengths and weaknesses. It also identified enabling and hindering factors for evaluation quality and use. One of the recommendations which was put forward by the Meta-Evaluation was to revise the current ADA Guidelines for Project and Programme Evaluations (2009).

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
