Armutsbekämpfung und nachhaltige Entwicklung sind langfristig die einzigen effektiven Strategien zur Vermeidung von gewaltsamen Konflikten, Flüchtlingsbewegungen und Süd-Nord-Wirtschaftsmigration.

Mag. Robert MOOSBRUGGER ist seit September 2003 in der Poverty Unit des UNDP Länderbüros in Bujumbura/Burundi als Programme Officer tätig und dort für Projekte in den Bereichen Armutsbekämpfung, nationale Entwicklungsplanung, HIV/AIDS, Nahrungssicherung und Landwirtschaft, Mikro-Finanzierung, Umwelt und Ressourcenmanagement, Konfliktmanagement und sozio-ökonomische Reintegration von Rückkehrern und IDPs zuständig. Auf Grund der positive ausgefallenen Leistungsbeurteilung wird sein Vertrag um ein Jahr verlängert.

Die Finanzierung dieses Postens, in einem der österreichischen Kooperationsländern, folgt den Richtlinien der EZA.

Gleichzeitig ist das JPO-Programm ein Ausbildungsprogramm, das einerseits zur Kapazitätsbildung für die österr. EZA, als auch als Voraussetzung für die Aufnahme in die UN-Organisationen und somit zur Erhöhung des Österreicher-Anteils dient.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
