Hintergrund: 2005/2006 werden 'Leitlinien der NRO-Kooperation in der OEZA' erstellt. Zur Erarbeitung dieser Leitlinien wurde zwischen dem BMaA, der ADA und der AGEZ/EU-Plattform ein Prozess definiert, zu dem auch eine Reihe von Gesprächen und Veranstaltungen zählen.


Projektziel: Im Rahmen der NRO-Veranstaltung 'Perspektiven 2015 - Die Rolle der NGOs in der Entwicklungszusammenarbeit' werden zukunftsorientierte Perspektiven eingebracht und vor allem auch mit VertreterInnen aus der internationalen Entwicklungspolitik (EU, Länder des Südens) diskutiert. Die Veranstaltung wird im Jänner 2006 abgehalten und ein Schlußbericht wird die wesentlichen Ergebnisse aufzeichnen. Im Projekt selbst sind die Vorbereitung, die Durchführung und die Nachbereitung der Veranstaltung inkludiert.


Mit dieser Veranstaltung wird einerseits ein Beitrag zur Positionierung für die Kooperation zwischen NRO und den staatlichen österreichischen Akteuren hergestellt - und andererseits dient dies zur Vorbereitung der Diskussion auf europäischer Ebene, wo mit den 'Financial Perspectives 2007 - 2015' voraussichtlich neue Akzente in der Entwicklungszusammenarbeit gesetzt werden.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
