Overall goal


Oberziel des Projekts ist die Verbesserung der gesellschaftlichen Integration der Angehörigen der Volksgruppen der Roma/Ashkali/Ägypter (RAE) im West-Kosovo.

Das Projekt wird von der Caritas Schweiz in Zusammenarbeit mit der Gemeinde Gjakova/Djakovica, dem Büro für Volksgruppenangelegenheiten im Büro des Premierministers, dem Ministerium für Volksgruppen- und Rückkehrerangelegenheiten, sowie der RAE-Vereinigung Ali Ibra umgesetzt.

An der Finanzierung beteiligen sich die Schweizerische Entwicklungszusammenarbeit (DEZA), die Gemeinde Gjakova/Djakovica, die oben genannten Ministerien, sowie die OEZA.

Konkret verfolgt das Projekt das Ziel, die Lebensumstände von ca. 700 Angehörigen der oben zitierten Volksgruppen zu verbessern. Derzeit leben die Menschen in Slums auf dem Areal einer ehemaligen Tabakfabrik in unmittelbarer Nähe einer Mülldeponie, was zusätzlich das Problem behördlicher Registrierung mit sich bringt. Im Zuge des Projekts wird für diese Personen Wohnraum geschaffen (ca. 120 Einheiten), begleitet von Maßnahmen, die auf die sozioökonomische Integration der Menschen abzielen.

Weiters wird der Bildungszugang für schulpflichtige Kinder und der Zugang von Menschen zu Gesundheitseinrichtungen verbessert. Gleichfalls werden einkommensschaffende Maßnahmen unterstützt. Auf die Situation von Frauen und Minderjährigen wird besonderes Augenmerk gelegt.

Die angestrebte Verbesserung der Lebensumstände soll letztlich auch zu einer Verringerung von Migrationsbewegungen der Zielgruppe beitragen, da es sich hier um eine Gruppe mit hohem Risiko illegaler Migration und Exponiertheit für Menschenhandel handelt.

Die Unterstützung des Projekts erfolgt in Form einer delegierten Kooperation an die DEZA, welche den Beitrag der OEZA verwaltet.

  • Type of Aid – Aid modalities: classifies transfers from the donor to the first recipient of funds such as budget support, core contributions and pooled programmes and funds to CSOs and multilateral organisations, project-type interventions, experts and other technical assistance, scholarships and student costs in donor countries, debt relief, administrative costs and other in-donor expenditures.
  • Purpose/ sector code: classifies the specific area of the recipient’s economic or social structure, funded by a bilateral contribution.
  • Tied/Untied: Untied aid is defined as loans and grants whose proceeds are fully and freely available to finance procurement from all OECD countries and substantially all developing countries. Transactions are considered tied unless the donor has, at the time of the aid offer, clearly specified a range of countries eligible for procurement which meets the tests for “untied” aid.
